Multi-sectoral Campaign: Fully Funded Stop TB Challenge Facility for Civil Society
TB people successfully implemented a large-scale multi-sectoral advocacy campaign aimed at securing full funding for the Stop TB Partnership Challenge Facility for Civil Society (CFCS) within Grant Cycle 8 (2026–2028). The campaign brought together TB-affected communities, civil society, partners, and supporters across countries to strengthen the role of people most impacted by tuberculosis.
A Clear Goal — Sustainable Investment in Communities
The campaign focused on mobilizing key donor countries — Australia, Canada, France, Germany, Spain, and the United Kingdom — to ensure sustained financial support for CFCS.
TB people advanced two key asks:
to secure $20 million annually ($60 million for 2026–2028) directly for CFCS;
to maintain a set-aside within Global Fund contributions and allocate a share of these resources to community-led responses through CFCS.
These investments are critical to scaling up community-led initiatives that reach the most vulnerable populations and deliver effective, people-centered TB responses.
A Campaign Bridging Online and Offline Action
The campaign combined digital mobilization with in-person advocacy at national and international levels. TB people coordinated partners across countries, ensuring consistent messaging while allowing flexibility for local adaptation.
Key components included:
development of advocacy tools for communities and civil society organizations;
engagement with donor country embassies and activities in national capitals;
targeted outreach to journalists and media partners;
launch of digital engagement tools, including a petition platform and a social media campaign.
Strong Mobilization and Community Voice
A central achievement of the campaign was the broad engagement of individuals and organizations worldwide.
👉 More than 11,000 signatures were collected through a global petition calling for full funding of CFCS.
This demonstrated strong public support and sent a clear message to donor governments about the importance of investing in community-led TB responses.
Advocacy at the Global Level
A key milestone of the campaign was engagement at the Union World Conference on Lung Health 2025, where TB people elevated the visibility of community-led financing.
Highlighted activities included:
an information space showcasing the critical role of community-led TB responses, with a strong focus on CFCS;
engagement of advocates, influencers, and partners to amplify campaign messages;
a fundraising initiative for children living in poverty, emphasizing the broader social dimensions of TB and the need for holistic support.
From Campaign to Impact
Over several months, the campaign fostered sustained engagement with donor governments — from initial outreach and partnership-building to direct advocacy for concrete financial commitments.
Through coordinated efforts, TB people and partners:
strengthened global visibility of CFCS;
mobilized communities and civil society networks;
advanced a clear advocacy agenda for funding community-led TB responses.
Why It Matters
The Challenge Facility for Civil Society is a critical mechanism for funding community-led responses to tuberculosis. These investments ensure:
access to services for the hardest-to-reach populations;
innovative, locally driven solutions;
more sustainable and equitable TB outcomes.
Moving Forward Together
This campaign demonstrated the power of collective action in influencing global health priorities.
TB people remains committed to ensuring that the voices of TB-affected communities are at the center of the response — and that funding reaches those who need it most.
